Bakuga is a board and card game with plastic figurine playing pieces (battle brawlers) bought at shops such as the Target chain. The cards were collectables - possibly sold bundled with bubblegum or individually.

Boys were standing arranging their cards and chatting about the cards and figures. They were waiting for their friends to arrive to play their game - fighting and conquering with their figures. The Bakugan figures are magnetic marbles that pop open to reveal a warrior. The strategy is in selecting and setting the cards up for battle. They then shoot the Bakugan which lands on a card and using the value of the bakugon, add or subtract this from the card value. This seems to be highly complex scoring game.
